Rural electric co-ops are pretty good though. We are serviced by one (Sussex REC) and they are by far the best utility I've ever had service from.

Heard of Stelera Wireless? There are a few others, but there are a few companies who are using USDA funds for rolling out broadband, mostly wireless, to underserved areas. OTOH we're talking about low-speed offerings; Stelera AFAIK is the fastest right now, and they're just using HSDPA. Maybe HSPA.
