They had better watch the precedent that they are setting here. I would expect that I could have DSL for this cost as a base if they ever decided to bill by the byte.
Also, who the hell are you going to call in an emergency? If you lose power, you can't call anyone else. They have to call you. Aside from 911, it seems worthless to me.
