There almost always a telephone number assigned to the line, but the phone company will not tell you what that number is. I believe you can reach 911 if you have dial tone.
In college, I had a phone plugged in but had not setup billing. A telemarketer called and told me the number he dialed after I asked. Free incoming calls.
