Says who? With the movement to LTE they want devices to be launch on Vodafone and Verizon at the same time and technology. It is to early to say what they will have.

I doubt there will be a Verizon/Vodafone brand merging in the USA, Verizon has too much stake in its brands.

Its easy for Verizon to say "your not going to solder on the SIM card holder onto the phone, or you don't get access to our 84 million subscribers". Regarding their "open" system, they can easily add a clause that says you have to remove the sim card slot for "network integrity" (not crash the mobile switch (lol)). Its possible VZW will also carry SIM card equipped phones for "international" usage for a higher cost (almost zero difference in manufacturing cost, sim card holder+firmware). They define the playing rules of their "open access" policy, not you, or the FCC.
