In fact, we tried to ensure that in every market in America, at least one station continues to broadcast an analog signal."

Many more didn't have time to be qualified to shut down early so they didn't bother asking. No one can shut down early until March 14. Requests have to be made 30 days in advance. Which means those wanting to shut down on March 14th had to get requests in by Feb 12th. That's only 3 days after the Feb 9 deadline for permission to shut down Feb 17th. So I doubt many are going to shut down March 14th either. I think in about 2-3 weeks the data will show that ther isn't a problem and more people are ready that was thought. And I suspect then more stations will request to shut down ealry. In fact I predict the total number of stations that will be all digital by April 12th( 2 months before the June deadline )will exceed 50% and as high as 60%.
