(I know you disagree) I have only had FiOS for a little over 3 months, so I have never had any other build than the current one. It really only impacts SD pictures on HD TV's, and some particular models and settings contribute to varying degrees of performance. I don't watch too much SD programming, and very little content of any that I do watch is actually delivered in HD, but here's to hoping the March 1.62 build corrects this issue for you. I agree that the SD picture quality problem is only evident on HD TVs, and only if you are using the FIOS DVR. I have a non DVR box in my bedroom with an old SD TV, and the picture quality there is great. I have also had the service for less than 3 months, so heres to hoping the 1.62 build fixes things!
