stopped delivering the coupons, that was another scare tactic to push the delay. I myself signed up for my coupons several days AFTER the news that there was a waiting list, and received them a mere 3 weeks later.
That because 400K coupons expire every week and these are redistibuted immediately. Since the program supposedly "ran out of coupons" they have sent out 3 million of them. By the time the last of the coupons applied for before the waiting list began expire the program will have given out 5 million coupons. This is all without the extra money given to them by Congress.
