The letter of the law needs to be fixed then. As it is now, private citizens will have to keep logs on their routers.
It isn't a law yet or probably ever. It isn't even out of committee, where it is likely to die. And it doesn't have any co-sponsors either. And plenty of time to clear up any vague terms if it has a chance of going anywhere.
