If they said my first email was owned by someone else then why can't my wife and daughter get into their accounts? Because your wife's and daughter's email accounts are sub accounts which were deleted along with the primary account.

Is there any recourse? You can make a lot of noise and annoy Comcast management and support, but again, don't hold your breath waiting for a reprieve. Even if Comcast decides to reactivate your email accounts, the old content is most likely gone forever.
