Is it possible to have a T1 installed without a landline?

Moving to new building within a few weeks. No established phone service yet. Can T1 (for voice) be ordered beforehand so that it's ready when phone line is put in?

What if the building is not currently wired for phone service and has never had it (no construction)?

If you're talking about new construction, it is the general contractor's responsibility to arrange for interconnection with the regular local phone company -- just like they arrange for interconnection with the electric company, water company, and gas company.

If it's an established building, and was never connected to the public phone network, then you'll have quite an adventure ahead of you as the phone company won't take an order for an unknown (to them) street address, and they won't be excited about trenching through finished parking lots.
