It's rural. Fiber is expensive. LTE (still vaporware by the way) is cable-class capacity-wise, maybe ven DOCSIS 3, and you don't have to lay new wires. For rural areas where there might be only a few, or a few dozen, houses per square mile, wireless makes sense.
I believe Verizon is thinking of doing the same thing.
