It's not the average American, but the average viewer
On the second page of the report, it states "..that the average television viewer watches more than 151 hours a month." I interpret that to mean that they did not include anyone who does not watch TV.
The actual average would be lower. How much, I don't know.

Probably not much. The number of folks who really don't watch any kind of TV at all are very low.
