Is it true that there 250 gig cap only truly applies to "congested" markets?

No, it applies system wide.

It is true, however, that in order to be cut off, your usage must be above 250 GB and also be one of Comcast's monthly top 1,000 bandwidth consumers system wide and also have received a warning call.

All: BTW, when was the last person cut off? Has this happened in the past couple of months? It seems pretty quiet -- and still no meter?

The last one cut off that I know of was probably last April, reading on the forums here.

No meter, of course, why would they bother ? Nobody called their bluff, only lawsuits get them in my opinion to act. Only when the FCC or the Florida Attorney General intervened things were changed.
