Bay Area is pretty good size.
Just as with Blast last year, *PARTS OF* The Bay Area got it, others did not.

No D3 here in Hercurock.

In seattle area (and I think most other markets), it didn't happen everywhere at once, it was (sort of) one cmts/rack space (CO?) at a time.
The good news for you is it generally followed the pattern that the 12/2-16/2 upgrades used, so since you were an early adoptee for that you'll likely see/have available D3 sooner than many.
Next comes the question of "do you need it" you seem to be cruising along fine without it.

I don't *need* Blast, but I want the upload speed.
According to the linked article, nothing in this particular part of The Bay Area is listed as soon-to-be.
