Again, higher speeds does not always equate to people downloading more....
EXACTLY!!
From 3mbps to 16mbps - my usage has not increased.
Even if I decide to get D3 - when ever it does get lit up here - I seriously doubt I will use that much more.. if any at all.
Maybe on the upload side, doing backups.

Faster is faster.
Faster doesn't mean more, it means less time for current tasks(if the source can push it).

What caps?
Here we go again. The fact that you are unable to use to its potential what you pay for does not mean that those that could use what they pay for are wrong in their desire to utilize the product they have legally purchased.

Yes, here we go again!
You abused Comcast, they booted you. Get over it!
I am quite able to, just I prefer to use it as I do - even though that cuts into you like a knife.

99.9% of Comcast customers have no issue with any sort of cap - whether it was the Inviso-Cap or the now stated 250GB cap(even though it isn't set in stone).

*YOU* did what you did! They cut you off.
Doesn't matter what/where/how/why - game over!
You need to let it go.

If you want to talk about legality, let's talk about the most common reason for high bandwidth usage. If anyone has a right to complain about the caps, it's not them. Maybe I'll whine that clothing manufacturers made my pants pockets smaller and now I can't shoplift as much stuff at once.

To which part?

The 99.9% - read anywhere.
Being set in stone, read here:

You also know, that a good % of those 99.9% have no clue what a Data Cap is. But when their child, or themselves go over it and get stuck with a overage bill or a disconnect. They'll surely know what it means then.

Also, every single MSO in this country had more than enough time to upgrade their last mile runs. But hey, who would've thought customers would user their 'unlimited' connections.
