Sure, more government licensing will make everything alright. Maybe we can also license people before letting them have kids. Around my neighborhood/town that might not be a bad idea! What some people do to their kids is just wrong.

Could be worse...
In California, there's one lady that has 14 kids - all through invetro ($$), has no job or home, and the tax payers have been paying for their delivery, WIC, food stamps, and I'm sure soon - welfare (unemployed, living in parents house).
