As to charging cars based on how far they are driven, I have a memory of reading that some state wants to install black-boxes in cars to measure this so it can be taxed. |

Of course, this will just push for privacy lawsuits.
On the good side - traffic may actually decrease in Calfornia, as many illegal/uninsured/ vehicles may now be off the road.
