I don't think the ISPs should play content cops, but come on, I find it hard to believe $16.6 million is an arm and a leg for France Telecom, who has a market cap of $57 BILLION.
Irrespective of the fact that you're making ISP pay to punish their customers. So not only are you making the ISP pay the cost of investigation, but you're asking them to shut off a revenue stream.

So they're paying 16.6 Million to ensure the loss of another 100 million.
