Seriously. Didn't Verizon promise Pennsylvania a statewide fiber network a decade or so ago in exchange for preferential treatment regarding regulations... and then subsequently stiff the state once it got what it wanted?

In the case of the banks, good business practices would have have been sufficient, but the higher ups got caught up in the speculative bubble and started gambling with the money they were responsible for. When you ignore or misuse your own risk calculations, you are caught in a gambling fever that overrides lesser emotions, like shame.

Heh, right about that. Serious I think that public shame is the one thing that keeps them going, what gets their nuts off, but most definitely never did nor ever does indeed keep them honest. :P

Wild guess, the law says an opt out mechanism must be provided. But it doesn't specify that it has to work.

The bit about only sharing the information with business partners is a riot. Them selling your information constitutes a business relationship.
