no you need to back and research a little bit. Comcast DID NOT put the cap in place. It was put in my people sueing Comcast. The court said sue/ask and you shall receive. Well you did. A cap. Now start thanking the people that wanted it.
Comcast DID put the cap in place BEFORE any lawsuits. It was just NOT disclosed and they got in trouble with the Florida Attorney General for having a non-disclosed cap.
