And by the way other providers have the same soft cap. Maybe you should go read the AUP/TOS of RoadRunner. It's available at: help.rr.com. it does NOT give any hard limits either. that SAME AUPP and TOS is set in stone for EVERY customer who uses RR for their ISP regardless if they're a TWC or Insight customer.
