I know you can't discuss details, but I've never heard of anyone getting in trouble for downloading copyrighted material. I can only assume your parents (or one of their kids) was using bit torrent, in which case they were not only downloading, but also uploading and distributing copyrighted material. They shouldn't sign ANYTHING because it could be an acknowledgment of infringement and possibly open them up to all sorts of legal BS. It comes across as, 'delete the files, sign this and we'll leave you alone', but may be just the opposite. I'd ignore it. Let them terminate cable if need be. Get a competent attorney to advise if things get more serious and not some chump out of the local yellow pages. Giving them any kind of response would let them know their automated copyright infringement system has a 'hit.'

Are your parents using Bit Torrent? If your parents have no idea what it's about, then might try calling Wave. The letter might also be some kind of scam. Or maybe your parents computer is infected with some kind of virus that is making it act as some kind of illegal server.
