The letter probably isn't for downloading copyrighted material, but for UPLOADING copyrighted material. Are your parents using Bit Torrent? If your parents have no idea what it's about, then might try calling Wave. The letter might also be some kind of scam. Or maybe your parents computer is infected with some kind of virus that is making it act as some kind of illegal server.

Try searching google for "DMCA Notice".

I haven't read the letter, but according to what I was told it was for downloading. For legal reasons I won't say what I know about the happenings there. I am going to try and get it and scan it soon.

I know you can't discuss details, but I've never heard of anyone getting in trouble for downloading copyrighted material. I can only assume your parents (or one of their kids) was using bit torrent, in which case they were not only downloading, but also uploading and distributing copyrighted material. And that's where they get you.
