They shouldn't sign ANYTHING because it could be an acknowledgment of infringement and possibly open them up to all sorts of legal BS. It comes across as, 'delete the files, sign this and we'll leave you alone', but may be just the opposite. I'd ignore it. Let them terminate cable if need be. Get a competent attorney to advise if things get more serious and not some chump out of the local yellow pages. Giving them any kind of response would let them know their automated copyright infringement system has a 'hit.'
