Outgoing and returning packets

How do I setup a BritePort 8120 modem on Covad so I can use my own public IP to connect to an IIS server on my local machine.

When I use 'localhost' no problem. When I use my www.MyDomain.com or the static IP address I can not connect to the IIS server. However, from the outside I can connect to my web server using www.MyDomain.com.

It seems I need to route 'outgoing' packets with my static IP address back to me?

How do I go about correcting this. Any help/indication will greatly be appreciated.
