The first thing that has to be done to save the USF is to eliminate the structurally flawed (fox guarding henhouse) Universal Service Administrative Company. The inherently wasteful high cost program should also be eliminated. The other programs of the USF could then be moved to real government departments where the spending of the funds would at least be audited by an actual Inspector General's office.
