I believe that would be up to the individual carriers. Apple is building the client-side for tethering but the carrier controls the rest.

No, it wouldn't. An iPhone data plan is $30 so that would make it $50 or $60 to tether. Verizon's data plan is $45.99 + $15 to tether, or $60.99.

And AT&T charges from $15 to $30 extra for some other smartphones & PDAs to tether based on this web page:
