I also notice that the date on the blog posting is the same as the date on the email I received. Timestamp on the blog is four hours later.
Also, some bad news: the email is, apparently, legitimate. I found the policy on GoDaddy's site, buried under the Legal section.

Relevant section:
4. ACCOUNT SECURITY.
(snip) For security purposes, You will be required to change Your password and shopper PIN every six (6) months, for every Go Daddy account, subject to Go Daddy's password and PIN guidelines (snip) 
....Nothing that I can see in it describes the consequences of not changing your password.
Going by the tooltip on the change password page, they only remember your last password. You might be able to change it once, then change it right back.
