Some argue that because you have a faster speed tier, doesn't mean you will download more..I say you do.
The fact that you have faster speeds you would be downloading more because well..your not waiting forever to download that one item anymore, so you can go on to your next download.
Or the fact that people would be uploading more, and at a faster rate.
