Comcast charges $62.95 for 22Mbps down and 5Mbps??

Cablevision gives 30/5 (that 30 is uncapped so it is really 32-34 and the 5 is 5.5) for $65. The Comcast D3 speeds however are pathetic since D2 has a max speed of 38/27 and D3 is 152/108 (4 Channel) and 304/108 (8 Channel) yet they are not even offering D2 class speeds. BTW: Why do I need a D3 modem for the lower tier since as CV shows, only a D2 modem is needed (or are they just requiring the D3 so they can use the Channel Bonding to handle their over-provisioned nodes)?
