What is Comcast word on the 250GB cap for the Docsis 3 tiers

Since we have Comcast workers here now..can we get a reason behind the 250GB monthly cap they put on their new Docsis 3 speed tiers?

I didn't ask this question in any of the sticky threads above..because well, its just a bunch of users arguing back and forth, and I really want to know Comcast stance on why they are capping their users when Docsis 3 is suppose to be the "wave of the future" for Comcast.
