Actually, the are responsible. They are subcontracting/sell for DISH or however you want to call it. It makes Dish ultimately responsible.

1 edit | Right. I actually think AT&T was in a shitload of trouble about this same type a thing when the list first became law. I think they were being fined something like $700,000. I may not be remembering it correctly I must admit.
