| Very unlikely it is Dish Network.... More then likely it's overzealous resellers who don't give a shit about DNC. Then the customer files a complaint and says "Dish Network" because that's the service the reseller was trying to sell.
Whether Dish Network can be held responsible, I do not know. It doesn't seem fair, but they are most in the position to punish the resellers who don't comply. Assuming they care.
