 What a terrible idea!

Gosh, you know, that whole fiber thing, it was a terrible idea for Verizon. There is no way they'll recoup their investment or utilize it to expand their product offerings.

You are confusing Verizon having a fiber backbone and Verizon actually deciding to extend that fiber to a customer's home. Verizon would most likely have leased access to fiber backbone no matter if they went ahead with FIOS or not. ATT, Comcast and Sprint all do the same thing in area that they have a fiber entry way. The same goes for space on towers.

Actually, I'm not. A few links deep they specifically mention that they are using the FiOS fiber for this: »www.telecommagazine.com/article.···=AR_3083

To deliver its fiber-based ETAG (Ethernet Transport and Aggregation) backhaul service, which it plans to launch later this year, Verizon Partner Solutions will leverage its ongoing FiOS FTTP (fiber-to the premise) BPON and GPON network investments and pseudowire technology.
