Qualified...it couldn't find high-bandwidth backhaul it could afford.

Business model of cheap wireless data requires cheap backhaul. If backhaul is too expensive, then it doesn't fit the model and changes have to occur.

In this case they refinanced the model with Clearwire and voila! They can now find high bandwidth backhaul! Amazing how that works.
