ping/download speed is not stable

Hello, I am seeking a help from you guys.
I live in Kingdom of saudi arabia, and i have a 4mb dsl connection, that gives me 350kbps download at its best, and gives a 64mms ping.Thats the best state I recieved so far. But sometimes i suddenly get 140mms ping and like 40kbps download speed,, i just need to know the problem. and how to keep my connection stable and fast without lagspike or bad ping. I have a linksys wag2000 modem if that helps.

thanx and looking forward for help!
