Something like this once happened to me years ago.

I used mIRC and had an ftp thing running. I eventually was "throttled down". I didn't say anything for about 3 weeks because I thought it had something to do with the weather/heavy snow (OOL was new then, and I wasn't sure). I had to call OOL and they restored me to normal capacity.

Cablevision is jerking their customers around because the majority of customers are not technical and have no clue how slow their service is. I recently 'educated' a few of my neighbors and they all switched to FIOS because they all had slow speeds in the evening and did not know how to measure the speed.

Fortunately there IS no such rule. Unfortunately, there is a very small but also exceedingly vocal group of people (approximately 2 or 3) who try to intimidate anyone who makes posts they do not like.
