Regulations should be passed that force Broadband Internet Access to be delivered the same way Dial-Up Internet Access was delivered.

Before the widespread deployment of broadband internet access, a Dial Up ISP would order PRI's from the local telephone company and use them for incoming access by customers. There was a point when competitive local exchange carriers competed with incumbent local exchange carriers and actually drove the monthly cost of PRI's down. I know because I ordered PRI's and the reduction in cost was about 40%.

In the new environment, regulation would force cable and telephone companies to open up their networks at reasonable regulated prices to ISP's, then prohibit Cable and Telephone Companies from providing Internet Access. The other alternative is to split the Cable and Telephone companies into switching, content and transport providers.
