I do not believe there is a $99 install fee for the new service. As I understand it, which might be wrong, but there is a $99 modem purchase fee but no install fee.
They do seem to be requiring a tech to do the install just because signal levels are a little bit more sensitive when dealing with the DOCSIS 3. Thats what I understand anyway, no expert on it by any means.
