Could you clarify for me please? Do I have to be part of some special group other than being part of the group involved in line monitoring? What are these groups? Yeh, I know, a newb.

No you only have to be a TekSavvy customer to be in this group.
Most of the groups are either by ISP or by location if your ISP doesn't have one.
