I wouldn't shop there anymore. The landlord asks to scan mine every other time I come in to renew the lease, which I don't like but comply with. There's no social security number on my license, but it still makes me feel uncomfortable when someone wants to scan it.

Under the card rules, they can't do it for purchases. However, they can do whatever they please for returns. It is their store.

They didn't ask for his ID at the time of SALE. They want it before they credit him a refund--- which is their own policy and is just fine.

I took the OP's 'refund' to refer to a credit in the form of reversing the charges made to the credit account that was debited for the original purchase, which would tie the drivers license info to the credit account info, which is prohibited.
I could see if the return was a cash transaction, not tied into the credit card info it might fly from a compliance standpoint. I'll try to find out for sure, it is an interesting situation.

I don't carry my DL on my person at all. Most police cars have computers in there car and can look me up. If a store, bar or any other retail business asks for my DL I turn around and walk out, and never do business with them again. I do carry a credit card with me (just one) to cover any out of the ordinary expenses. I figure my credit card is insured and it takes 10 mins to turn it off, and change my credit number.
My DL number will never change, and forging a new DL with my data is a piece of cake.

No, you're not paranoid. Tell them you don't have a license, you don't drive. If they refuse to give you a refund, call the credit card company, tell them about it, and demand a full credit.

Doesn't matter in New Jersey. You're still required to have your license with you. (One reason is so you can show it to another person if you're involved in a collision.) Not having it on you is a couple hundred dollar fine.

Actually its to put you on a returners list.
if you become a "chronic returner", you can be denied a return. actually many stores have this policy but they can track you through your CC/debit card.
the reason they do this: they pay a 3% fee to visa / MC or other card for processing, now when you return something, YOU get your money back but do you think visa/mc refunds the retailer the processing fee? NOPE! they eat that.

It's a lot harder to call the DMV to get your address and other info with a license number than it is to pull it from the barcode.
Own a house? got a car note? all this info is available at your local courthouse[public records], and many states STILL include the SSN on the paperwork!
