But the government played down the bill's defeat in the National Assembly, saying an amended version would be put before parliament in the coming weeks.

It's not strange at all. If you have no idea what the bill is about and you do not understand the theory behind it why would you blindly vote on it. For example, if you’re a finance minister in France then you are not expected to vote on nuclear weapons proliferation issues, etc

Of course the government has to say this is a temporary setback, otherwise they might as well call for new elections if they can't get their own party to pass their agenda.

Sounds like a minister revolt. Don't be surprised if this isn't taken up again by the current parliament.
