Redundant Connections?

This is what I'm wondering about.

Why wasn't there any redundancy?

Someone with some knowledge of the fiber infrastructure in the area must have know that the line handles a significant amount of traffic that didn't have redundancy. Usually redundancy works from city to city but within city, some areas due to existing infrastruture, there may be only on way for wiring to go in or out...

There's not nearly as much redundancy as you think there is. Additionally, in many areas, the fiber is easy to identify by the call before you dig signs running along its path.
