Having a "pretty good idea" just doesn't cut it when it comes to arresting someone and fining them thousands of dollars for a major crime. You need this little thing called "proof". Hunches don't count for shit outside of television dramas.

Wrong, probable cause, proof is only needed a trial. Fishing and "auditing" has always been legal.
