You can do that with a 30Mbps connection if the video is MPEG-4.

In fact I just finished watching a netflix movie and it was always under 5Mbps.

MPEG-2 is wasteful.

Yea, MPEG-2 is really wasteful. I have U-Verse in SoCal. It's basically a 24mbps connection with 6 mbps dedicated to video. I believe that U-Verse uses an mpeg-4 codec for their video. Man are their problems with viewing three HD programs at the same time with their service. It kind of sucks. The picture quality for their HD material is really, really soft and fuzzy too. It would be great to have at least a 100mbps speed connection for all that in addition to the internet, etc... We'll get there eventually...
