Download on Boost has been uncapped for a while. While they only claim the speed as 30Mbs, the tier (and modem) is uncapped so it will deliver as much of the 38Mbs theoretical maximum as the congestion the Channel your Node has assigned to you will allow. Thus your getting that 30-35 at times.
