It looks like from what metroT1 is posting, local loop prices for t1/ds3 seem pretty nuts. If charter has fiber close to your site and their construction costs arent crazy high you should be able to get something decent from them for a good price.

Yea you can do what you want with it. We have 2 isp's in our town who use charter for bandwidth because honestly they are the only medium speed provider that is a good bang for the buck in our town. Lightcore is around here but im sure they wouldnt build out unless it was cheap for them or you had a big bandwidth need. T1's dont scale well to 10mbit and with the pricing posted for a ds3 that seems like it would be outside most peoples budgets, so his options seem limited.
