isnt there one cellular provider in cuba? So i am sure the roaming is super expensive.

As far as I know roaming isnt even allowed in Cuba at this time. None of the carriers list Cuba on their 'international roaming' lists. Furthermore, it would be pretty hard to claim you werent in Cuba when you have a cell phone bill showing otherwise!

Calling out of Cuba and into Cuba is phenomenally expensive ($1+/minute). The reasoning is that it's used to raise revenue for the government, basically a tax on incoming and outgoing calls. Cubans are generally too poor to call out, so it's a way of getting their foreign relatives to fund the regime with every phone call in they make.

I really don't see AT&T and these other companies making much of a change. Euro-based cell providers have built the network there anyway, it's not like only Americans can build these networks.

The costs are high not due to inefficiencies, but high tariffs.
