Canadian cell phone plans sure can roam in Cuba. I didn't bring my T-Mobile SIM card to check 
Calling out of Cuba and into Cuba is phenomenally expensive ($1+/minute). The reasoning is that it's used to raise revenue for the government, basically a tax on incoming and outgoing calls. Cubans are generally too poor to call out, so it's a way of getting their foreign relatives to fund the regime with every phone call in they make.
I really don't see AT&T and these other companies making much of a change. Euro-based cell providers have built the network there anyway, it's not like only Americans can build these networks.
The costs are high not due to inefficiencies, but high tariffs. |
