Because being able to associate an IP address with an individual has been proven bulletproof in their identification of the real criminals. It's also done wonders to stop child pornography. And 411 scams. And counterfeit drugs. And ponzi schemes. And identity theft. And all of the hundreds of other illegal activities done online.

Don't worry. The law coming next requiring ISPs to save data for 6 months will solve that problem. And the ISP CEO making a big noise about destroying IP data says he will comply with the retention law.
